| 摘 要： | 伴随中国的改革和转型带来国家与社会之间、政府与市场之间关系的变革,应急状态下政府与社会间的关系便成为国家应急管理体制建设的一个关键。现代社会的应急管理体制应该是超越＂政府应急管理体制＂的全社会力量参与＂社会应急管理体制＂。国内外经验都表明,只有建立起政府与社会各组织及社会公众的全面突发事件应对网络,才能增强社会的自救和互救能力,增强社会的稳定和抗冲击能力。

| Abstract: | Followed along with social reform and transformation,the relation is changing between the country and society,government and market.Under the emergency condition,it is a key problem to build emergency management system which is the relation of government and society.Below modern society,the emergency management system must face social power.It is proved by the foreign and domestic experience,only by developing a new network face government,public organizations and all of people can not only improve the capability of self-aid and mutual aid,but also promote social stability and the ability of the impact. |
