| 摘 要： | 在分析我国政府部门间信息共享现状的基础上，详细研究政府部门组织结构的特征、政务信息流的特点及其之间的关系，认为政府部门的条块分割会阻碍部门间的信息共享，将成为电子政务水平整合的主要障碍。据此设计支持我国电子政务水平整合的信息系统，提出信息系统的数据模型、功能模型以及层次结构，最后用一个实例来说明系统的应用。

| Abstract: | Based on the analysis of the information-sharing of Chinese governments, this paper makes a detailed study on the features of organizational structure of Chinese government, the characteristics of government information flow and the relationship among them. The paper points out that the fragmented government organizations obstruct the information sharing among the departments, which will become a big block to the e-government horizontal integration. To solve this problem, the paper designs an e-government system to support the horizontal integration. Finally, the authors take an example to illustrate the application of the system. |
