| 摘 要： | 隋文帝改革北周官制，实际上只是对魏晋南北朝以来职官制度的初步整顿，仍然存在着机构设置不合理，三省制没有真正确立，官吏名号重叠、队伍庞大，爵、散、勋以及品阶制度繁杂、混乱等问题。隋炀帝从大业三年以来陆续对官制进行改革，基本上消除了以上弊病，裁并郡县，减少冗官，打击了旧贵族势力，冲击了尚武、尚贵戚的任官旧风习，加强了中央集权。这些改革奠定了唐代职官制度的基础，影响至为深远。

| Abstract: | Emperor of Wen, s reform of the system if officialdom of the North Zhou Dynasty was actually a preliminary reorganization of the system of vocational officialdom handed down from the Kingdom of Wei, the Jin Dynasty and the forth and North Dynasties. It failed to better such mispractices as unrsoable arrangement of governmental organs, superfluous formation of the Tridepartment System, overlapping of official titles, a massive troop of officials, confused and complicated system of stratification of peerage, meritorious service and rank, etc. Since the 3rd year of the Title of Crown of Daye, Emperor of Yang carried on his reform of the system of offi cialdom and removed successfully nearly all the above-mentioned mispractices by cutting off and merging counties, cutting down on surplus officials and lashing heavily the out-of-date convention of appointing officials by encouraging martial spirit and favouring noble relation so as to consoli- date the centralization of governmental power. All these reforms of his laid foundation for the system of vocational officialdom in the Tang Dynasty and exerted a remarkably profound influence in the later times. |
