摘    要:在选取典型投入与产出指标基础上,运用超效率数据包络分析模型测度西安市2000-2018年科技金融投入产出效率,并采用VAR模型分析其科技金融投入产出系统之间的相互影响关系。实证分析表明,2006年后西安市科技金融发展政策效果凸显,科技金融效率大幅提升,但仍处于规模收益递增阶段,在加大科技金融投入的同时也要把握投入时机和平衡投入资源,发挥资源最大效用。为促进西安市科技金融发展,提出要完善政策体系、优化科技投入结构,建立快捷高效金融市场、拓宽多层级融资渠道,以及加强企业科技创新能力和信用水平建设等对策建议。

Abstract:In this paper,based on selecting typical input-output indexes,the super-efficiency DEA model is used to measure the input-output efficiency of sci-tech finance in Xi'an,then,the VAR model is used to analyze the interaction between input-output systems.The empirical analysis shows that the efficiency of sci-tech finance from 2000 to 2018 had been greatly improved in Xi'an,however,it is still in the stage of increasing returns to scale.While increasing investment in sci-tech finance,it is necessary to grasp the timing and balance the investment to maximize the utility of resources.In order to promote the development of sci-tech finance in Xi'an,some suggestions are put forward,such as improving policy system,optimizing the structure of scientific and technological investment,establishing fast and efficient financial market,broadening multi-level financing channels and strengthening the construction of enterprise sci-tech innovation ability and credit level.
