| 摘 要： | 盐城市拥有广阔的沿海滩涂，其中珍禽、大丰两个国家级自然保护区占据了大部分面积，剩余部分则采用分散的行业管理，因此盐城市形成了以自然保护区为主的滩涂保护模式。这样虽然可以减少保护成本，但仍然存在自然保护区保护不力、保护区与周边矛盾重重、周边滩涂污染和破坏严重等问题。因此建议盐城市应完善地方立法，加强自然保护区和周边滩涂的管理，统一规划，采用保护管理权交易缓解保护区与周边的矛盾。

| Abstract: | Yancheng boasts vast coastal beaches, the most part of which works as two National Nature Re- serves： Rare Birds and Dafeng, and the rest is managed by different industries. As a result, Yancheng mainly adopts nature reserve as a way to protect the beach, which can help reduce the cost, but there exists many problems, such as unfavorable protection for nature reserve, various conflicts between the reserve and its surroundings, pollution and serious damages of adjacent beaches. To solve these problems, Yancheng should improve local legislation, reinforce the management of the protected areas, unify the planning and use management rights trading to ease the contradiction. |
