| 摘 要： | 中国社区发展模式变革需突破深层次理论问题，需要理论指导下的顶层设计。以公平和效率的角度审视社区发展问题具有本质意义。人们追求社会效率和公平统一于社会发展的合理性之中。分析公平和效率的关系，使得人们更清楚追求公平和效率的本质。社区发展事业具有公共产品属性，通过“效用场”的概念，指出公共产品特定公共人群具有差别效用。追求公共产品的效率和公平应以此为基础权衡“效用场”中个体具体获得效用的大小，从而界定其资源投入责任。讨论我国变革实践的不同社区发展模式，观察社会发展资源动态过程，并进行社区发展资源投入、使用、监管方面的理论分析。以此为基础对创新社区发展模式指出理论方向。

| Abstract: | The reform of Chinese community development model needs tackling the deep-seated theoretical problems and top-level design under the guidance of the related theory. It is meaningful to observe community development issues from the perspective of equity and efficiency. People＇s pursuit of both social efficiency and equity is unified in social development rationality. Analyzing the relationship between equity and efficiency makes people better understand the real meaning of pursuing them. Since community development has the property of public goods, the concept of ＂field of utility＂ points out that different public groups find different functions in public products. The pursuit of efficiency and equity of public goods should be based on the functions that the individual person finds related to ＂utility field＂, so as to define its resources investment responsibility. This paper discusses different community development models in China＇s reform practice. It also observes the dynamic developing processes of community development resource, as well as makes theoretical analysis its investment, utilization and supervision. Based on these, the study further points out the theoretical directions for innovative community development models. |
