| 摘 要： | 陕西省是一个经济总量偏小、运行质量不高却拥有很强科教优势的省份。确立教育优先发展和科教兴陕战略，使教育、科技、经济发展有机结合，是振兴陕西的必然选择。分析了陕西省教育优先发展和科教兴陕战略的形成过程，论述了实施教育优先发展和科教兴陕战略的主要措施以及取得的巨大成就。

| Abstract: | In spite of its small total economic capacity and poor operational quality, Shaanxi Province enjoys great advantages of science and education. Thus, establishing the strategies to give priority to educational development and vitalize Shaanxi with science and education, carrying out an organic combination of educational, scientific and economic development are inevitable choices for Shaanxi Province. The author of this paper conducts analyses of the forming process, main measures and tremendous achievements of the implementation of the strategies to give priority to educational development and vitalize Shaanxi with science and education. |
