| 摘 要： | 基于青少年体质健康促进的组织服务体系是全民健身体系的重要组成部分。对构建基于我国青少年体质健康促进的组织服务体系的相关理论问题进行了初步探讨。认为，基于青少年体质健康促进的组织服务体系的构建目标应达到“三层管理、齐抓共管、点面结合”；在构建过程中应遵循整体性、针对性和科学性原则；其结构构建应从服务组织的层次结构（静态）和组织系统（动态）两方面进行，其中静态的组织层次结构包括国家、省市、地区三个层面，而动态组织系统则包括决策、执行、操作、监督和反馈五个环节。

| Abstract: | The organizational service system based on the promotion of physical health for the young people in China is an important part of the system for national physical fitness.The paper discusses some theoretical issues on building the organizational service system based on the promotion of teenagers’ physical health.It reveals that the goal of the organizational service system based on the promotion of teenagers’ physical health is "three-layer management,joint management and the link of particular points and entire area".The construction of the structure can start from two aspects: the hierarchical structure(static aspect) and the organizational structure(dynamic aspect).The static organizational system includes five segments which are policy-making,implementation,operation,supervision and feedback. |
