| 教育考试机构管理体制的比较与改革方向述评 |

| 摘 要： | 开发各类大规模教育考试是一项专业性极强的工作。当前我国各级教育考试机构,同时肩负着教育考试的管理职能(代表国家与政府)与业务职能,这种状况是我国教育考试业务水准长期以来不能得到切实提升的重要原因之一。本文通过与美英教育考试机构管理体制的比较,指出了我们与其业务水准之间的主要差距。新时期我国教育考试机构改革进程中,管理职能与业务职能是否可以分离,尚有歧义。分析指出,加快培育发展我国教育考试中介组织机构,形势迫切,现实意义重大。

| Abstract: | To develop large-scale education test,that is a specialized work greatly.China all levels of education test organization,simultaneously shoulders the management function and the service function now,the situation is one of the reasons that China education test professional standard not to be able to obtain improvement effectively. This article through a comparison about the education test organization management system,and pointed out the main disparity of the professional standard between China with America and Britain.At the new time,whether we may have a reform that to separate education test organization's the management function and the service function,there is the different viewpoints.This research believed that to speed up and cultivate our country's edu- cation test Nonprofit organizations and agencies,the situation is urgent and the practical significance is significant. |
