| 摘 要： | 本文探讨了溢出水平、吸收能力与补贴政策之间的相关关系以及它们在激励R&D活动方面的功效,其结论显示了:一方面吸收能力的提高不但带来更低的产出成本,还降低了有效的溢出水平,另一方面补贴力度不仅与R&D活动的溢出水平正相关,更与吸收能力正相关,这一结论显示了与补贴溢出水平带来的损失相比,对吸收能力进行补贴更能提高补贴政策的激励功效,从而公共研发政策有必要加大针对吸收能力较强的企业的优惠措施,以提高公共研发政策的激励功效.
