| 摘 要： | 本文通过实践的总结和理论分析,提出联盟的实质是产学研结合的机制创新,联盟的发展必须依靠一系列机制的建立和有效运作.并系统分析了联盟的资源整合与优化配置机制、风险共担与利益共享机制、开放发展机制、成果扩散和辐射带动机制、人才培养机制等,对如何建立和完善这些机制提出了建议.
