| 摘 要： | 金世宗完颜雍在位期间,为防官吏贪赃枉法,采取了预防与惩罚相结合的措施：第一,崇俭倡廉,皇帝以身作则;第二,在告诫官吏勿贪的基础上,制定“职官犯赃同职相纠察法”;第三,对犯“赃罪”较轻的官吏给予杖罚,目的是让他们明廉耻;第四,对于再犯“赃罪”之吏,不论赃数多寡,一律除名,而对于除名之吏,重新任用则很慎重;第五,对于贪赃数额巨大之吏,则诛杀或杖后诛杀;第六,皇亲国戚或子弟、亲兵等犯有“赃罪”,同样严惩不贷。由于措施得力,大定一朝的吏治较为清明,世宗遂享有“小尧舜”的美誉。

| Abstract: | Wanyan Yong, Shizong, the fifth emperor of the Jin dynasty has been in power for 29 years with Dading his official year. When he was in power, he took such measures as prevention and punishment to stop his officials from taking bribes and bending the law. 1. To advocate simplicity and honesty, by setting an example with his own conduct. 2. When the officials were taught not to take bribes, a Law on Deviation of the Officials Taking Bribes was made. 3. When any official committed the crime of taking bribes, he would be punished with sticks from which he would learn what the sense of honour was. 4. All the officials would be dismissed who committed the crime of taking bribes again. Once his name was deleted, he would be hardly used again. 5. Those who took large numbers of bribes would be killed or bit with sticks first and then killed. 6. All of those who took bribes would be punished even if they were the relatives or warriors of the emperor. Thanks to the good measures, the officials were honest in the Dading period and Shizong was honoured "Little Yaoshun". |
