| 摘 要： | 民族地区经济发展总是滞后于其他区域,其根源是什么一直令人费解。国内著名新制度经济学家卢现祥教授认为,这与民族地区的产权制度发展模式密切相关。一个地区经济发展水平和可持续性是由本地区的产权制度所决定的。影响产权制度的因素有很多,其中民族习惯是一个不可忽视的因素。因此,在民族地区产权制度移植、重构等过程中,一定要注意对其习惯（法）的改造。

| Abstract: | The economy in regional ethnic autonomy always developed far behind to other regions,and the reason is hard to find and it becomes a riddle in the economy field.Professor Lu thinks that it is closely related to the regional property system and the development of region economy is determined by the property system,while the elements that reflect the property system are abundant,and one of them is the nation habit.Therefore,the processes of regional ethnic property system＇s re-construct and transplant should pay much attention to modify of habits. |
