| 摘 要： | 《贝多法案》实施20多年来,有效地激励了美国大学的技术转移活动。同时,由于各利益相关者的利益冲突和科学研究全球化等因素的影响,《贝多法案》也受到诸多质疑和批评。《贝多法案》在美国大学技术转移中的现实困境启示我们:政府应该进一步完善高校技术转移政策,明确大学科研成果所有权,促使公共利益最大化,充分体现高校技术转移的全球价值理念。
