| 摘 要： | 概述《关于为盲人、视力障碍者或其他印刷品阅读障碍者获得已出版作品提供便利的马拉喀什条约》的缔结进展，论述该《条约》所涉及的印刷品阅读障碍人士版权例外的适用范围和关键内容，阐述其对图书馆无障碍服务的意义，并结合中国实践，对图书馆界提出建议。

| Abstract: | Since 2004, WIPO has been actively proposed a multilateral treaty on the copyright exceptions to facilitate access works for visually impaired persons or other print disabled. Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired, or Otherwise Print Disabled was adopted in June 2013. This paper discusses the scope of copyright exceptions and the key points under the Marrakesh Treaty, elaborates the significance of the Treaty to library barrier-free services and provides some useful suggestions for Chinese library community based on the relevant practice in China. |
