| 摘 要： | 西部大开发的目标既包括经济开发、又包括环境资源保护和生态建设。做好西部开发的环境资源保护工作，必须从西部的实际出发，正确认识西部环境的优势和不足。在现有环境政策措施的基础上做出适当调整和改进。从分析西部环境保护和生态建设的有利条件与不利因素入手，提出了在西部环境资源保护中必须完善相关立法；贯彻宏观环境影响评价：正确把握经济效益和环境效益的关系；积极调动一切有利因素保护环境这几项建议。以期尽快调整和完善西部开发中的环境措施和环境政策。促进西部开发环境资源保护目标的实现。

| Abstract: | The objectives of West Development include economic development,resources protection and ecological construction.The resources protection in West Development should be based on the current situation of the west,with clear understanding of the advantages and disadvantages of the west development.The existing environmental policies should be adjusted and improved.The paper starts with the analysis of the favorable conditions and adverse factors of the west environmental protection and ecological construction.In order to ad-just and perfect the environmental measures and policies of West Development in the shortest time period and help achieve the goals of resources protection in West d Development,the paper also presents the following proposals:the related legislation be improved,macro environmental impact assessment be implemented,the re-lationship between economic and environmental benefits be balanced and all the favorable factors of environ-mental protection be activated. |
