| 摘 要： | 近年来,我国的群体性事件频频发生,规模不断扩大,表现形式日趋激烈,如何积极预防和妥善处置群体性事件成为各级党政机关亟需研究和解决的一个重要课题。引发人民内部矛盾的群体性事件的原因是多方面的,妥善处置群体性事件要坚持在党委政府领导下各有关部门协调配合的原则,防止矛盾激化,因事施策,分类处置。政府只有建立必要的应急机制,采取一系列必要措施,才能保障公众生命财产安全,促进社会和谐健康发展。

On Emergency Reaction Mechanism to Mass Events |

| Abstract: | In the past few years, mass events have become increasingly serious, in frequency, scale, and in external forms. How to take proactive measures to prevent these events, and properly deal with them has been an important study subject for the Party and administrative organs at all levels. The causes of the mass events that trigger conflicts within the people are different, and to appropriately deal with these events, we have to keep in mind the principle that the Party commission taking full responsibility with other organs coordinating, preventing greater conflicts, being flexible in tactics, and identifying the nature of the events. Only when a good emergency reaction mechanism is worked out and a series of countermeasures are taken, can the property and the safety of the people be ensured, and social harmony be promoted. |
