| 摘 要： | 科技项目评估是科技管理的重要手段,直接关系着国家科技计划的实施。科技项目评估的必要前提是对项目实施正确的分类、明确评估目的、对评估主体实施准确定位和规范评估程序四项,而最重要的是克服腐败,使科技项目评估成为公正的管理办法。
