| 摘 要： | 1990年在泰国宗迪恩召开的“世界全民教育大会”提出了“全民教育”（Education for All）的概念，本试图通过对全民教育历史进程的阐述，以期抽绎出全民教育的基本理念，同时结合我国全民教育的成就，对今后我国全民教育的发展提出了建议。
