| 摘 要： | 文章从国家节能减排的政策导向、市场前景、四川天然气汽车产业已形成的竞争力、发展中的问题、政府制定关联政策的有效性等方面，对把四川天然气汽车产业做强做大，甚至做成四川未来的一个支柱产业进行了系统、深入的实证性分析。并在此分析的基础上，围绕四川天然气汽车产业的发展战略的调整提出了四方面的建议：在目标上，要把四川天然气汽车产业发展成一个四川省的支柱产业；省政府要采取以发展市场推动该产业的发展战略，制定相应的主要政策法规；政府应促进、鼓励省内有竞争力的企业或集团，以战略合作的方式迅速完善其产业链，形成强大的集团，同时，鼓励支持企业技术创新，形成企业、产业核心竞争力；政府要适时利用国内外不断成熟的碳排放市场，获取资金与技术，推动四川天然气汽车产业不断壮大。

| Abstract: | The thesis intends to make systematic analysis of gas car industry, a pillar industry in Sichuan from the following aspects ： governmental policy, marketing prospect, competitiveness, exposed problems, and the effectiveness of the related policies. The paper puts forward four suggestions based on the analysis ： （ 1 ） setting up a goal to construct gas car industry into one of the key industries in Sichuan; （2）drafting favorable policies and regulations to promote the development of gas car industry; （3）encouraging competitive enterprises to perfect the industry chain through cooperation, and upgrading core competitiveness through innovation; （4）obtaining funds and technique by utilizing overseas carbon emission market. |
