基层创新行为的权威认可:独立学院发展历程的理论探讨

摘    要:独立学院作为我国高等教育系统的一种新的办学模式。近年来取得了迅猛的发展,与此同时也提出了一系列值得研究的问题。文章运用制度创新和制度变迁的理论视角。对独立学院的产生和发展过程进行理论探讨。研究发现:首先,源自于基层制度创新行为的国有民办二级学院。是作为基层精英的高校领导.在面对现实困境时所做出的改革的策略选择的结果;其次,地方政府在追逐制度收益这一动机的驱使下.在高等教育管理体制所提供的行动空间中,根据当地的实际情况采取相应的发展措施,从而促进了国有民办二级学院的大发展:最后。教育部通过事后追认的方式,将先前国有民办二级学院的核心特征保留下来,并在政策方案中加以强调。

Abstract:As a new model of higher education, the independent colleges have been developing rapidly these years, and many questions are raised during the process. The paper attends to explore the birth and growth process of independent colleges by the theoretic view of institutional innovation and institutional change. Some conclusions are made after exploring, those are: first, the emergence of the state-own-and-private-run colleges is a result of ground-roots innovation, which is carried out by the administrators of universities. Second, the state-own-and-private-run colleges develop rapidly because of the policy taken by the local government in the motive of sharing the innovation profit from the development of the state-own-and-private-run colleges. Third, the main characteristics of the independent colleges remain at the policy authorized by the Minister of Education after happening. The paper also discusses the key problems which independent colleges encounter nowadays.
