| 摘 要： | 广西发展海洋高等教育,应确立科学的哲学观,实施服务广西海洋发展的以人为本的高等教育价值取向;政府要坚持发展海洋经济与海洋高等教育的辩证统一,以形成两者彼此制约、相互促进的动力机制,互为支撑、开放融通的协调发展态势;高教系统要充分发挥内因与外因的作用,既要充分发挥"内力"的主要作用,也要积极借助"外力"的作用;主管部门要坚持统筹兼顾、合理布局的"两点论"和重点扶持、重点建设的"重点论"相统一。

| Abstract: | Guangxi development of marine higher education, we should establish the scientific philosophy, higher education val- ue orientation of the implementation of people-oriented service Guangxi marine development; the government should adhere to the dialectical unity of marine economic development and higher education of the ocean,to form a dynamic mechanism between control each other and mutual support, financing situation of coordinated development to open; give full play to the role of in- ternal and external factors of higher education system, we should give full play to the ＂main function of internal force＂, but also actively using ＂external forces＂ role~ departments must insist on the unity of overall planning, rational distribution of ＂theory of two points＂ and the key support, focus on the construction of ＂key theory＂. |
