| 摘 要： | 中国共产党自成立之日起就把扶贫济困、改善民生作为自己的奋斗目标。尤其是在革命根据地建立,共产党开始局部执政以后,面对天灾人祸,党领导各根据地从实际出发,实施了一系列标本兼治的救灾措施,不但使根据地安然渡过了灾荒,而且为今天的防灾、救灾工作提供了经验和启示。

| Abstract: | Since the founding of CPC,helping the poor and improveing people's livelihood are the top goal of the Party.Especially after the found(ation)ing of the Revolutionary base and the CPC became the ruling Party in some areas,the Party established a series of effective relief measures,not only made the base passed the famine but also provided experience and enlightenment for today's disaster prevention and relief. |
