| 摘 要： | 在地方技能人才引进的大背景下,人力资本积累和效能发挥成为一道难题。终身职业教育可以为解决这一问题提供一定启发。终身职业教育具有连续性、整体性、灵活性、开放性、动态性、实践性等特征,终身职业教育可以增强人力资本的时效性、收益性、累积性和创造性,降低人力资本差异性,解决人力资本效能提升所面临的问题。发挥终身职业教育在人力资本积累和效能提升中的作用,需要加强顶层设计,贯彻落实相关文件要求;创新体制机制,构建现代职业教育体系;培育工匠之师,打造一流职教师资队伍;实施精准引才,优化人力资本基本结构;完善服务保障,促进人力资本效能发挥;推进校企合作,加快实践技能人才培养。

| Abstract: | In introducing talents under the background of local skills,to become a difficult problem of human capital accumulation and efficiency lifelong professional education can provide some inspiration to solve this problem a lifelong career education continuity integration flexibility open dynamic practical features. Lifelong vocational education can enhance the timeliness,profitability,accumulation and creativity of human capital,reduce the differences of human capital,and solve the problems faced by the improvement of human capital efficiency. To give full play to the role of lifelong vocational education in human capital accumulation and efficiency improvement,it is necessary to strengthen top-level design and implement relevant document requirements,Innovate system and mechanism,construct modern vocational education system,cultivate the craftsman's teacher,build the first-class vocational education teacher troop,implement accurate talent introduction,optimize the basic structure of human capital,perfect the service guarantee and promote the human capital efficiency display. We will promote school-enterprise cooperation and speed up the training of people with practical skills. |
