国家开放大学学习中心准入与退出机制的价值再认及构建

摘    要:国家开放大学是对广播电视大学的继承与发展,开放大学学习中心(教学点)的准入和退出机制经历了摸索、确立和发展三个阶段。在开放大学发展的关键时期,重建开放大学学习中心准入和退出机制,是提升开放大学办学质量、消除学习中心准入和退出机制弊端、改进学习中心内部管理的现实需要。开放大学学习中心准入和退出机制的重建思路包括:开展定期的评估工作,建立退出预警机制,明确实施主体、评估人员、构建原则。在标准与程序方面,要构建合理的评估指标体系,完善准入程序,规范退出程序,妥善处理善后工作。

Abstract:The Open University of China is the inheritance and development of The Radio and TV University.The admission and withdrawal mechanisms of the Learning Center of the Open University have experienced three stages: exploration,establishment and development.In the critical period of the development of The Open University,the re-establishment of the opening and withdrawal mecha-nism of The Learning Centers of The Open University is an objective requirement for improving the quality of The Open University.The ideas includes carrying out regular evaluation works,setting up an exit warning mechanism,clarifying the main body of implementation,assessing personnel,and constructing principles.In terms of standards and procedures,it is necessary to build a reasonable evaluation index system and to improve access procedures and to standardize exit procedures and properly handle the aftermath work.
