民办中小学校长人力资源管理若干问题探讨

摘    要:当前民办中小学校长人力资源管理存在的主要问题包括:政府部门对民办中小学校长的管理不到位;民办中小学董事会与校长之间关系较难协调;民办中小学校长权力受限与权力膨胀同时存在;民办中小学校长的聘任工作还不规范;民办中小学校长的解聘制度缺失;民办中小学校长培训的实效不大;对民办中小学校长的激励还有欠缺;对民办中小学校长的评价与考核流于形式等。本文在分析这些问题的基础上提出了相应的对策:加强政府对民办中小学校长的监督;理顺民办中小学校董事会与校长之间的关系;进一步明确民办中小学校长的权力和责任,建立科学的校长权力制衡机制;规范民办中小学校长的聘任与解聘;改进民办中小学校长培训工作,增强校长培训的效果;有效地激励民办中小学校长;改进民办中小学校长的评价考核工作;加强民办中小学校长人力资本投资。

Abstract:The primary problems indwell Principal Resource Management of the high school and elementary school run by the local people are such as follow: The management that the government to the principal of the high school and elementary school run by the local people is absent;the relation between directorate and principal of the high school and elementary school run by the local people is difficult to harmonize;limit and expanse of the power of the principal of the high school and elementary school run by the local people exists synchronously;the engagement of the principal of the high school and elementary school run by the local people is nonstandard;the system of the dismissal is absent;the actual effect of the cultivation to the high school and elementary school run by the local people is puny and so on.After analyzing the problems upwards,the text put forward several relevant countermeasures: reinforcing the supervise of the government to the principal of the high school and elementary school run by the local people;harmonizing the relation between directorate and principal of the high school and elementary school run by the local people;making clear the power and responsibility of the principal of the high school and elementary school run by the local people,establishing scientific mechanism to counterpoise the power of the principal;regulate the engagement and the dismission of the principal of the high school and elementary school run by the local people;improving on the cultivation to the principal of the high school and elementary school run by the local people and swelling the effect of the cultivation to the principal.
