| 摘 要： | 西部开发与东部开发在体制环境、区位优势、市场条件、环境约束、非经济因素干扰等方面有很大的不同。我们必须以全新的视角审视这次西部大开发。一是走政府主导与市场机制相结合的经济开发之路；二是把西部开发放到环境保护和世界经济一体化的宏观背景中去；三是把社会发展放在经济开放的首位；四是在经济开发过程中必须处理好民族关系。

| Abstract: | The Western development differs greatly from the Eastern development in system,location,market,environment and non-economic interference.We should judge the Western development from a completely new angle,and first follow the road economic development by combining government guidance with market mechanism,second set the Western development against the macroscopic background of environmental protection and unification of the world economy,third give first priority to social advancement in economic development,and fourth handle properly the relationship between various nationalities. |
