| 摘 要： | 近年来，辽宁省在推进县（市、区）域内义务教育均衡发展方面取得了可喜的成绩。但是，随着县域内义务教育发展的逐步均衡，县域问的义务教育发展差距却又开始逐渐拉大，并逐步成为辽宁教育面临的新问题与新矛盾。对此，要把推进省域内的均衡，作为辽宁省义务教育均衡发展新的战略选择；要把创新义务教育体制，作为推进义务教育均衡发展的根本保障；要把加强中小学标准化建设，作为推进义务教育均衡发展的基本手段；要以教育信息化建设，作为推进义务教育均衡发展的重要途径；要将村级小学建设，作为推进义务教育均衡发展不可忽视的细节。

| Abstract: | In recent years,Liaoning Province has obtained encouraging progress in advancing balanced development of compulsory education in counties(cities,areas).But with the gradual balance of the development of compulsory education in counties,the gaps of the development of compulsory education among counties actually start gradually to enlarge.This gradually becomes the new problem and new contradiction which Liaoning education faces.So the author proposed that we must take advancing the balance in province area as the new strategic choice of the balanced development of compulsory education in Liaoning Province;we must take the innovation of the compulsory education system as the basic safeguard of advancing balanced development of compulsory education;we must take strengthening the elementary and middle schools' standardization construction as the main method of advancing balanced development of compulsory education;we must take the construction of education information as the important way of advancing balanced development of compulsory education;we must take the construction of primary schools in villages as the noticeable detail of advancing balanced development of compulsory education. |
