| 摘 要： | 我国将“大部制”作为下一轮行政管理机构改革的新方向，其前景愈加明朗。这一全新概念的提出一方面是基于全球政府再造的背景，另一方面也是我国经济社会发展的需要，更是解决前几次改革所产生或显现出来的顽疾与诟病的关键步骤。合理界定“大部制”改革的内涵与范畴，奠定“大部制”改革实施的理论基础，是探索改革实施的新路径。

| Abstract: | Exploring ways to establish super-ministry system with integrated functions is regarded as the important action in the next round of administrative reform. By theoretically analyzing the new concept --super-ministry system, and defining its connotation and category, we will explore ways to establish greater departments with integrated functions, and improve the mechanism of coordination and collaboration between government departments. Establishing the super-ministries system is also a key step in solving the severe problems in the previous reforms. |
