| 摘 要： | 土地是农民赖以生存和发展的物质基础，盘活土地资源是农民增收的有效手段。农村土地承包经营权的流转。激发了农民创造财富和积累财富的积极性。然而，农村土地产权制度不完善，限制了土地产权的充分利用。我国《物权法》的颁布和实施，应进一步完善与土地产权相配套的法律法规，推动新农村建设发展。
