| 摘 要： | 19世纪末20世纪初,美国联邦政府的货币政策成为一个极具火药味的政治问题。1900年货币法令确立了金本位制,它标志着白银作为政策工具的终结。而随着《1913年联邦储备法》成为法律和联邦储备体系的建立,货币供应弹性得到了部分解决,同时联邦政府在商业银行领域承担起了更大的责任,就此拉开了美国联邦政府金融监管时代的帷幕。

| Abstract: | During the late 19th and the early 20th century,the AmericanFederalGovernment's monetary policy was a problem, which was full of smell of gunpowder. As for this problem the farmers pursued the inflation policy while the business men wanted the currency value remained relatively stable. With the passage of the Gold Standard Act of 1900, the monetary policy was placed on the sound ground.
