| 摘 要： | 开放大学的健康有序发展需要法律的约束与保障，从我国现行的高等教育与远程教育立法情况来看，专门制定开放大学条例不仅必要而且可行。开放大学的建设与发展应充分运用现有法律，争取有利政策，同时，应尽快制定完善的开放大学章程。

| Abstract: | The establishment of laws for Open University in China is necessary and feasible from the perspective of law on higher education and distance education. There is a need for laws and regulations for the sound development for Guangdong Open University. The paper states that the new university should improve its own regulations while taking full use of the current laws and obtaining some favorable policies. |
