| 摘 要： | 分析现阶段我国城市社区体育行政管理的必要性，揭示现行城市社区体育行政管理中存在的若干缺陷，如管理主体内部缺乏横向联系、管理对象不一致、政府对体育社会专业化组织和服务机构培育还不到位、适应社区体育行政管理或职能调整的法律法规还十分缺乏；并从我国当前城市社区体育行政管理机构设置及其相互关系为基础，提出了改革措施。指出应将社区体育行政管理权力下限界定在街道办事处、加强社区体育行政管理主体的内部联系、理顺街道办事处与居民委员会的关系、推进社区体育“社会化、产业化”进程、加强社区体育法制建设，同时指出社区体育行政管理改革的艰巨性与复杂性。

| Abstract: | This thesis explained the necessary and reformation inevitability of administration management of our national urban community sports. It revealed the problems of lack of contact in management body, the different subjects being managed, the shortcomings of the social sports organizations being brought up by the government, the lack of laws for the function adjusted and administration management. It also put forward some reformation measures based on the setup and the correlation of institution in administration management, such as the management power being settled on the street district, strengthen the contact of management body, put in order the relation between the street and resident committee, put forward the socialization of sport and the change of sport industry, enhance community sport legal system construction . At the same time, it set eyes on the difficulties about the reformation. |
