| 摘 要： | 发展小城镇是带动农村经济和社会发展的一个大战略，对于加速我国城市化进程，逐步消除城乡二元结构，促进国民经济和社会发展具有十分重要的意义。发展小城镇必须从实际出发，做到布局合理、规模适度和科学规划，以保征小城镇建设键康有序地进行。大力发展小城镇，不仅要进一步提高认识，明确发展目标，更要制定和完善与之相关的政策措施。

| Abstract: | Town development is a major strategy for the economy and social develo pment of the suburban. It plays a very significant role in the national speed- up of urbanization course elimination of dualistic struction of the city and count ry gradually and advancement of the national economy and social development. It must be based on the practical condition and attain reasonable distribution, mod erate scale and scientific planning in order to ensure a healthy and ordered mov ing. Encouraging the town development should not only promote the general unders tanding, explicate the developing target, but also formulate and perfect policie s which ralate to it. |
