| 摘 要： | 中国医疗卫生领域的不平等现象一直是被关注的热点,但相关研究方法局限于从收入、支出以及个人特征角度来考察,目前尚无从机会获得角度对中国医疗保健服务的益贫性进行测度的相关研究.本文利用中国健康与营养调查(CHNS)数据,基于社会机会函数(SOF)构造机会指数(OI)和机会益贫指数(PIO)的方法测度中国卫生保健和医疗服务的益贫性及其动态变化.结果显示,2000 - 2009年中国卫生保健服务不具有益贫性,质量较高的保健机构其服务的益贫性更差；2000年中国总体医疗服务机会基本均等是两个不平衡因素耦合的结果:较贫困病人较多享用了低质量医疗服务,较富有病人较多享用了高质量医疗服务；2009年总体医疗服务的益贫性主要来自村诊所和乡医院等较低质量医疗机构服务的益贫性,县医院和市医院等较高质量的医疗服务益贫性仍然很差.
