| 摘 要： | 可持续发展的重要性日益为人们所认识，然而由于政府失灵、市场失灵等原因使得全球也包括我国当前的可持续发展实施的效果不佳。从经济学的本质来看，非可持续发展主要由于制度性的缺陷而形成。要推动可持续发展，有效解决市场失灵和政府失灵以实现可持续发展，必须选择合适的制度安排，规范人们的行为。

| Abstract: | Although the importance of sustainable development has become increasingly perceptable to people, the actual practice of sustainabl e development throughout the globe and our country fails to bring about inspiring results because of a series of effects, such as government failure, market fai lure. In terms of the nature of economics, non_sustainable development is derive d only from the defects in the institution itself. Therefore, sustainable devel opment cannot be realized unless a proper institutional arrangement is selected to avoid government failure and market failure effectively. |
