| 摘 要： | 基于分析网络信息资源的特征及信息政策调控的社会意义，本文将网络信息资源建设作为政策调控与实施的对象加以研究，分别探讨了网络信息资源建设的政策调控机制与实施机制，并提出了一些改革建议，试图丰富我国网络信息政策体系，并突出网络信息资源建设政策的特有地位。
