| 摘 要： | 分析了美国、法国、德国、英国、日本和俄罗斯(前苏联)等主要发达国家的基础科学研究政策及其特点；从基础研究的战略、基础研究的地位和作用、基础研究科技计划的制定和实施、基础研究成果的工业化应用、基础研究的资金保障等方面对这些国家的基础研究政策进行了比较；从基础研究战略的选择、加大基础研究经费投入,改善投入结构、重视政府采购对基础研究的导向作用、关注基础研究成果的工业化应用等方面讨论了发达国家基础科学研究政策对我国的启示。

| Abstract: | On the basis of analyzing of the basic scientific research policies and its characteristics in America, France,Germany,Britain,Japan and Russia,this paper makes a comparison among above countries on basic scien- tific research strategy,position and function of basic scientific research,making and carrying out the basic scientific research plan,industrial application of research achievements in basic science,capital guarantee of basic scientific research.Further,the paper discusses enlightenments of basic scientific research policies in developed countries to China from the selection of basic scientific research strategy,increasing fund in basic scientific research,improving the structure of input,paying attention to the leading role of governmental stocking. |
