我国政府雇员制研究综述

摘    要:从2002年我国地方政府开始推行政府雇员制到现在,学界为界定政府雇员制以使其本土化做了不少富有成效的研究。笔者对政府雇员制的内涵和我国政府雇员制的实施情况、政府雇员制模式、政府雇员制与公务员制度的比较、推行政府雇员制的利弊、完善我国政府雇员制的措施以及政府雇员制的发展趋势等进行了梳理与总结,对我国政府雇员制的相关研究进行了评估从而进一步促进我国政府雇员制的完善。

Abstract:Since 2002,local governments in China have begun to implement employee system,and scholars have made effective studies about its definition in order to realize its localization.The article not only makes a research and summary about its connotation,implementation,pattern,differences from the civil servant system,advantages and disadvantages,its perfection and measures as well as its development tendency,but also an evaluation about the related research in order to promote the perfection of government employee system.
