摘    要:人才流动和企业人才稳定都是现代市场经济发展的客观要求。从我国实际出发国有企业稳定人才很有必要,必须建立以人为本的稳定人才机制。当前国有企业稳定人才必须解决人才观念、经营体制、领导方式以及正确处理减员与增效关系等问题。

Abstract:Modern marketing economy demands the flowing and stability of talents in enterprises. The author of this thesis attempts to explore in light of the situation in our country, the necessity of the stability of talents in state-owned enterprises and the possibility of setting up a human-based system to stabilize talents. Besides, it presents the following key-points: the concept of talents, management system, the leadership style, correct relationship between less staff and more output.
