| 摘 要： | 公安政法部门单一的球迷骚乱治理模式具有一定的局限性,而球迷社团可以成为弥补这种局限性的重要力量.一方面,球迷社团可通过自己的专业优势为公安政法部门应对球迷骚乱提供各种形式、性质的措施与建议;另一方面,球迷社团所具有的广泛联系性,使得他们能够疏导、化解球迷间的冲突,配合公安政法部门对球迷群体进行动员与整合.通过完善球迷骚乱治理的法律、法规体系,建立公安政法部门与球迷社团合作的协调机制,加强针对球迷群体的危机应对教育与培训,依法界定球迷社团的权力与责任,可以有效提升球迷社团参与球迷骚乱治理的能力与效率.

| Abstract: | The single control model of the Public Security and Judicial Departments over fans
riot has some certain limitations, while the fans associations can become an important force
of the limitations. On the one hand, fans associations provide various forms, properties of
measures and recommendations through their professional advantages for fans riot control. On
the other hand, extensive social connections of the fans associations enable them to ease
and resolve conflicts among fans, and to mobilize and integrate the fans base, cooperating
with the Public Security and Judicial Departments. The fans associations'' capacity and
efficiency of fans riot control can be effectively enhanced by perfecting the laws and
statutes systems, establishing the coordinating mechanism of the cooperation between the
Public Security and Judicial Departments and fans associations, associations coordination
mechanism, strengthening the education and training of crisis response to fans base,
defining the powers and responsibilities of the fans associations according to the law. |
