| 摘 要： | 新时期做好高校高学历、高职称人员(简称"双高"人员)党员发展工作是高校党建工作面临的一项新课题,是推动高等教育事业又好又快发展、建设和谐校园的需要;认真研究和把握"双高"人员的特点,探索有效途径和方法,积极主动地做好高校"双高"人员党员发展工作,对新时期加强高校党的自身建设、落实科学发展观具有重大而深远的现实意义。
