| 摘 要： | 《国家中长期教育改革和发展规划纲要（2010-2020）》的颁布与实施使中国电大教育进入了新的历史发展时期。客观分析电大教育发展现状，以办学诊断为基础，适度调整电大办学定位，加快电大教育结构调整，推动电大发展模式转型，优化电大系统多层级治理结构，推动电大教育在新的历史时期持续健康发展。
