教育券保护弱势群体与弱势教育——基于法理与社会学视角的分析

摘    要:教育券思想主要来源于经济学家弗里德曼的主张。20世纪80年代以来,教育券理论不断完善和推广,在一些国家和地区逐渐用于政策实践,并取得了初步成效。通过对长兴、瑞安、衢州等地教育券政策设计和实践情况的比较分析,从法理和社会学两个角度,对教育券保护弱势群体与弱势教育作了一些思考和分析。

Abstract:The theory of education voucher mainly comes from American economist Milton Friedman.Since 1980's,this theory has been greatly improving and spreading.It has been applied in policy practice in many areas and countries,and has achieved initial success.This paper,through comparing and analyzing the design and practice of education voucher policies in Changxing,Ruian and Quzhou,considers and analyses the protection of vulnerable groups and disadvantaged education by education voucher policy from the perspectives of jurisprudence and sociology,
