| 摘 要： | 西部地区的资本约束是西部经济发展大大落后于东部地区的重要原因。西部企业产业结构水平低下、融资制度安排不足和政府职能转变滞后是西部地区难以生成有效资本形成机制的深层原因和症结所在。提升西部产业结构水平、增加有效融资制度安排和转变西部地区政府职能是保证西部大开发这一宏大社会系统工程落到实处的关键。

| Abstract: | The restraint of capital in western China is one of the key reasons that economic development in this part of China is far behind eastern areas. Specifically speaking, the deep crux for the failure to generate an effective capital forming mechanism lies in the fact that the structure of industry in western areas remains on a very low level, that the system of circulating funds produces only poor arrangements and that local governments are lagged behind in their attempts to adjust governmental functions. Therefore, great efforts should be made to raise the level of the structure of industry, increase arrangements of the circulating fund system and adjust the governmental functions in western areas. |
