| 摘 要： | 当代西方社会保障经济理论的特点是以公平与效率作为研究的核心，理论内容扩大并系统化，对西方社会保障模式的演变产生了导向作用。其理论成就表现在以税收作为再分配的工具来实现社会保障，为国家干预提供了理论依据，把社会保障做为财政政策的内在稳定器，为社会保障法制化提供了思想指导。研究其演变、特点和成就对中国经济学研究和社会保障制度建设具有借鉴意义。

| Abstract: | The contemporary Western economic theory study of social insurance, characteristic of extension and systematization of the theoretical content focused on a study of equity and efficiency, has been acting as the guidance of the evolution of the mode of social insurance in the West So great achievements have been made in that part of the world in securing insurance by means of taxation as the form of redistribnution, providing a threotical basis for governmental interference, utilizing axial insurance as the inner stabilizer of financial policies and affording an ideological guidance for legalization of the system of axial insurance. Therefore, a careful study of the Western economic theory of social insurance will be of use for reference to the study of Chinese economy and the establishment of the system of social insurance in our country. |
