| 摘 要： | 公共选择理论研究三个基本问题：利益集团追求自身利益导致政府失灵的必然性，在公共政策中的评价，在立宪民主中的运用。公共选择理论在中国运用受到局限是因为：中外政治环境不同，中外研究基础存在差异；中国的政治阶层的模糊性和利益集团的不明显化；国内还没有形成这一理论研究和发展的学派和大家；缺少研究这一理论的学术氛围。

| Abstract: | The article begins with a brief introduction of public choice theory and its methodology. Then analysis several questions about the public choice theory. The public choice theory has been limited use in China because: different political environment, there are differences at research base in China and foreign country; the ambiguity about political class and obvious interest groups in China; there are no schools formed to research and develop the theory; lacking academic atmosphere about the theory. |
