| 摘 要： | 作为我国学校主要的行政管理体制,科层制对于提高工作效率,确保学校整体目标的顺利实现,发挥着积极切实的作用.但由于其权力过于向行政偏移,忽视高等教育的本质和学术权力的主导作用,导致行政权力膨胀,并凌驾于学术权力之上,大学的学术职能异化,学术人员的积极性严重挫伤.改革这一状况必须转变观念,重构现代大学管理体制,从大学本身学术职能出发,维护并彰显学术权力的作用,保持行政权力与学术权力之间的平衡,实现大学学术功能最大化.

| Abstract: | As the chief administive management system in Chineseuniversities,bureaucratic system plays active and functional roles in promotingworking efficiency and assuring the realization of the whole purpose ofuniversities.However,because of the too much emphasis on administrativemanagement and the neglect of the higher education's nature as well as theinstructive role of the academic power,the administrative power is caused to beexpanded above the academic one,the academic functions of universities arealienated with the initiatives of the academic staff being seriously hurt.In orderto improve this situation,traditional ideas should be changed,modernuniversity managemeng system should be reformed,the role of academic powershould be reinforced,and the balance between adminstrative power andacademic power should be kept to maxmize the academic functions ofuniversities. |
