| 摘 要： | 自1897年德国侵占青岛至1914年＂转手＂日本,两个国家均通过军事管制掌控了青岛区域内的行政、司法及胶济铁路一切事宜,并对辖区狂征暴敛、掠夺资财,导致民不聊生、痛苦不堪。当时的社会亟需慈善机构来发挥作用,可以说,民国时期青岛真正的救济事业始于1922年北洋政府收回青岛,辟为商埠,设胶澳商埠督办公署之时。1924年4月,督办公署设立民政科,掌管教育学校、赈恤救济等事项。本文试就当时开设的诸多慈善机构中的一个组织———济良所,在民国期间的演变、组织结构和管理实施等情况作一简述,以便深刻认识其在民国青岛的社会作用。
