| 摘 要： | 我国教育产业化发展，要先转变办教育的观念；改革教育发展单一投资的体制，形成多元投资的体制；教育发展要走产业化的道路；进一步开放留学生教育市场；积极发展民办教育，大幅度提高国家财富总增量；调整教育政策，正确引导有受教育需求者的教育投资方向，增大学生自由选择就读的学校、专业和教师。
